He studied at the Faculty of Law at the Capitole University of Social Sciences in Toulouse, obtaining a law degree in 2000.
He has held different positions in the Andorran public administration. Among others, he was liaison agent for the European Court of Human Rights between 2002 and 2005 and Secretary General of the Government between 2004 and 2009.
He is currently pursuing a postgraduate degree in Andorran Law from the University of Andorra.
